Israel won't make a formal deal with terrorist groups but says it will accept a de-facto truce by responding to quiet with quiet. “We are following very closely developments on the ground,” said Israeli spokesman Mark Regev. “There are some positive signs.” Israel says a truce is just the first step, and eventually Abbas must keep his commitment under the “roadmap” peace plan and dismantle terrorist groups. Abbas will never confront the terror groups head-on, but he hopes to persuade them join the security forces and play a role in the Palestinian Authority.
