Expelled terrorists allowed to return

In an additional gesture, Israel is allowing 16 Palestinian terrorists who were expelled from Judea and Samaria to return to their homes beginning today. Afterwards, 20 Palestinian gunmen who were expelled to Europe following Israel's month-long siege of the Church of the Nativity in Bethlehem in 2002 will be allowed to return. This will take place when Israel transfers control of Bethlehem to the Palestinians in the coming weeks.
