Who’s missing?

One key player was absent from the London Conference--Israel did not attend, saying the gathering is an internal Palestinian affair. Israel did not want to create the impression that it's opening peace talks with the Palestinians; it says that won't happen until the new Palestinian leadership takes steps to dismantle terrorist groups. Israel is also disappointed that the final conference statement makes no mention of any concrete moves by the Palestinians to crack down on terrorism.
