Palestinian leader Mahmoud Abbas hopes the Jericho pullout will boost efforts to reach a formal cease-fire with militant groups at talks in Cairo. But so far, the terrorists have balked and refused to give up their weapons. They also charge that Israel has not met their demands to halt army raids and release all 7,000 Palestinian prisoners. Abbas, backed by Egypt, is pressing the terror groups to agree to a one-year truce. So far, they have only agreed to an informal “period of calm.”
