Israel had intended to pull out of the town of Tulkarem in Samaria tomorrow, but talks to finalize the withdrawal hit a snag. In addition to Tulkarem, the Palestinians want control of several nearby villages, but Israel refused, fearing it would give freedom of movement to terrorists. Israel agreed to pull out of five towns in Judea and Samaria at a landmark summit in Egypt last month, but the withdrawals were postponed because of disagreements over security arrangements and a suicide bombing in Tel Aviv that killed five Israelis. The deadlock was broken last week, when Israel pulled out of Biblical Jericho. The withdrawals are aimed at strengthening Palestinian leader Mahmoud Abbas.
