Israel described the Arab initiative as a “non-starter” because, in effect, Israel must accept every Arab demand as a condition for peace. “If instead [of negotiations] you put a list of conditions, you actually stop the chances for peace, and I regret it very much,” said Deputy Premier Shimon Peres. Deputy State Department spokesman Adam Ereli described the summit as “a missed opportunity” and said “the final communique did not have anything noteworthy.”
