Palestinian leader Mahmoud Abbas is shaking up his security forces after they failed to carry out his order to arrest a group of terrorists who shot at his compound last week in Ramallah. He fired his top security chief and said he would retire hundreds of senior officers. "We will not allow anyone to take the law into their own hands and sabotage our situation," Abbas said. "The security apparatus did not perform its duty, so it was crucial to take a stand." Privately, senior officers admitted that they feared revenge attacks if the gunmen were arrested. Abbas wants to restore law and order, but so far, he seems powerless against the gunmen who control the streets.
