Palestinian leader Mahmoud Abbas has brushed of an appeal from the Quartet of world powers to dismantle terrorist groups. "With regard to dealing with the Palestinian organizations, this is our affair," Abbas told reporters. "We…are more capable than others in dealing with our brothers." The Quartet (the United States, the United Nations, Russia and the European Union), which is responsible for mediating the Mideast peace process, had demanded that the Palestinian Authority (PA) "dismantle terrorist capabilities and infrastructures." But Abbas has chosen persuasion over force, and for good reason. Hamas leader Mahmoud al-Zahar warned that any attempt by the PA to disarm the group would lead to civil war.
