The Chinese government is larger with 28 ministers, but that amounts to one minister for every 47 million residents. China’s population is 1.3 billion. Each of America’s 15 ministers has around 20 million citizens. In Russia, there are 16 ministers, one for every 9 million residents. Only a few developed countries have more than 22 ministers: France (32 ministers), South Africa, Australia, and China (each having 28 ministers).
