Foreign Minister Tzipi Livni approved of the Quartet’s decision as long as the money reached the Palestinian population. "The big question is where will the money go? Israel was always in favor of giving money to the Palestinian population but not via the Palestinian Authority," she said. Livni also conveyed that they must decided how these funds will operate as she believes it is important to keep the Hamas-led Palestinian Authority an illegitimate entity. The US and EU have cut off direct aid to the PA government, but are bending backwards to meet humanitarian needs. Israel has refused to transfer of $55 million in monthly tax revenues to the Hamas-led government.
