Israel eyes 'West Bank' as wartime haven

Following major drills simulating non-conventional attacks on Israel's major population centers earlier this year, Israel's Home Front Command is considering the possibility of evacuating much of the Greater Tel Aviv area into Judea and Samaria in the event of such an attack.

Avi Roeh, head of the Binyamin Regional Council, told Arutz 7 Radio that the IDF had found "that within the settlements there are warm and good people who are ready and willing to take in fellow citizens."

An evacuation of this type would include possibly millions of people and be a logistical nightmare. But after Saddam Hussein fired 40 SCUD missiles at Tel Aviv during the first Gulf War, Israel realized how vulnerable its overcrowded central population centers had become in the era of missile warfare.
