Israel approves multi-billion dollar program for Judea and Samaria

The government is providing 1.3 billion shekels for new communities and infrastructure – Smotrich calls it a historic step.

The Israeli government is pushing ahead with the development of Judea and Samaria. The security cabinet approved an investment program of approximately 1.3 billion shekels (about $434 million) intended to develop 34 new Israeli communities and expand infrastructure in the region.

The funds now approved will be used to implement the expansion of 34 new communities in Judea and Samaria, a project previously decided upon by the Security Cabinet. The financial package includes investments in the construction and development of the new communities, as well as in roads, water and electricity supply, and other infrastructure projects.

Finance Minister Bezalel Smotrich, who also serves as Minister of Defense for Civil Affairs in Judea and Samaria, described the decision as a “historic day.” He stated that Israel was investing not only in new communities but also in the long-term development of the entire region.

According to Smotrich, a significant portion of the funds will be allocated to expanding the road network. More than one billion shekels are to be invested in new transportation projects to improve connectivity between communities and increase safety on the main traffic routes in Judea and Samaria. Investments in water and electricity supplies, as well as other public infrastructure, are also planned.

The government justifies the program with security, infrastructural, and demographic considerations. Following the cabinet decision, Smotrich stated that the development of the communities strengthens Israel’s security and prevents the establishment of a Palestinian state “in the heart of the country.” Prime Minister Benjamin Netanyahu supported the decision.

According to the Finance Minister, the number of new Israeli municipalities approved under the current government in Judea and Samaria has thus risen to a total of 103. The new municipalities are spread across several regions, including Samaria, Binyamin, the Jordan Valley, Gush Etzion, the Hebron Mountains, and the Megillot region on the Dead Sea.

The decision aligns with the current government’s policy of expanding Israeli communities in Judea and Samaria as an integral part of its security and state policy. Since taking office, the coalition has approved numerous new communities, housing projects, and infrastructure measures in the region. The newly released funds are intended to accelerate the implementation of these decisions.

Internationally, this course of action continues to draw criticism. The European Union, the United Nations, and numerous Western states consider the expansion of Israeli communities beyond the Green Line a violation of international law and see it as an obstacle to a future two-state solution.

Israel rejects this legal interpretation. The government points out that the so-called Green Line is not an internationally recognized state border, but rather the 1949 armistice line. The final status of Judea and Samaria must be settled through direct negotiations. Furthermore, Jerusalem emphasizes the historical and biblical ties of the Jewish people to these territories.

From the government’s perspective, the investments now approved are intended to accelerate the development of the new communities and strengthen the infrastructure in Judea and Samaria in the long term. While the governing coalition sees this as a contribution to security and regional development, the decision is likely to spark renewed political debate internationally.
