The Israel Foreign Ministry has released damning evidence that the atrocities of October 7, 2023 were not spontaneous acts of violence, but part of a chillingly scripted assault masterminded by Hamas leader Yahya Sinwar.
“This wasn’t chaos—it was choreography,” the Ministry posted Sunday on X, alongside an image of the handwritten operational memo attributed to Sinwar. “Terrorists were ordered to film the slaughter… not for documentation, but as a weapon of terror.”

The six-page directive, recovered by an elite IDF unit in May from an underground compound once used by Mohammed Sinwar (Yahya’s brother and successor), outlines a deliberate plan to invade Israeli towns, set neighborhoods ablaze, murder civilians, and broadcast the violence globally to galvanize extremist support.
The document includes explicit orders to burn entire communities with fuel tankers and to inflict maximum psychological trauma through publicized executions. “Two or three operations, in which an entire neighborhood, kibbutz, or something similar will be burned, must be prepared,” it reads.
Intercepted battlefield communications from October 7, published last week by The New York Times, mirror the memo’s directives. In one recording, a commander tells his unit: “Start setting homes on fire… I want the whole kibbutz to be in flames.”
The same Hamas leaders also demanded real-time footage of the violence. “Document the scenes of horror, now… Slaughter them. End the children of Israel,” one commander ordered. Another added: “Bring the drone in so it films for the entire Islamic world.”
Among the most gruesome instructions: attackers were to “open fire at point-blank range,” “slaughter [soldiers] with knives,” and “stomp on the heads” of Israeli defenders.
Unit 8200, Israel’s signals intelligence division, verified that these commands were issued during the actual onslaught, including the chilling directive: “Kill everyone on the road. Kill everyone you encounter.”

It is necessary for the forces to conduct intensive movements, which the enemy considers routine, weeks before any action by the “red side”; this will serve as a cover story for the major movement.
“Care must be taken to ensure that images are released that provoke an eruption of frenzy, madness, and rage among our people, especially in the West Bank, in the ‘interior,’ in Jerusalem, and among our entire people. This is to increase their readiness to respond to calls that will call them to stand up and rise up. At the same time, they are intended to provoke feelings of horror and fear in the enemy.
“It must be made clear to the unit commanders that they should deliberately bring about these events, film them, and broadcast the images as quickly as possible: the stamping on the heads of soldiers, shots fired at close range, the strangling of some with a knife, the explosion of tanks, soldiers on their knees with their hands on their heads, and the like.
“You have to plan in advance for events that will create images of horror—several burning suicide vehicles exploding in a base or building, creating terrible destruction, heartbreaking scenes, horrific fires. Five or ten such images will sow mortal fear in them.
‘Allah came upon them without their knowledge and put terror in their hearts.’ You have to prepare for two or three actions whose goal is to burn down an entire neighborhood or kibbutz, etc.—they should pour gasoline or diesel from a special tanker, set the place on fire, and broadcast the images.
“Every brigade commander must have a complete plan for summoning forces, their distribution, the method of communication with them, and their method of deployment, according to central instructions from the commander of the apparatus.
“The Northern Brigade’s targets should be primarily directed toward the coastline.
The Gaza Brigade’s targets should be northeasterly, up to a certain angle.
The central camps’ targets should be northeasterly, leaning eastward.
The Khan Yunis Brigade’s targets should be easterly.
The Rafah Brigade’s targets should be southeasterly.”
“If we are not prepared to exploit the opportunity to the fullest, the enemy will manage to control the chaos and launch a counteroffensive, or they will receive external support, and then the situation will turn against us in the worst possible way.
Therefore, it is necessary to be prepared for the influx of forces, the development of the offensive, its expansion, and its maximum reinforcement during the first six to ten hours in order to create solid facts on the ground that will thwart any possibility of a counteroffensive.”
Hamas intended these acts not just to kill, but to destabilize—broadcasting the violence across Arab media with the hope that it would incite a regional uprising. The memo called for “rapid filming” to “spur people to take part in the fight” and inspire a broader Islamist revolution.
On the day of the attacks, senior Hamas figure Saleh al-Arouri echoed this vision in a televised message: “After today, no one can hold back his rifle, bullet, pistol, knife, car, or Molotov cocktail.”
Al-Arouri was eliminated by Israeli forces in Lebanon on January 2, 2024.
What the world saw on October 7 was not the collapse of order, but the execution of it. Hamas planned every horror—every knife, every flame, every hostage—as part of a psychological and spiritual assault on Israel’s existence. The mask of resistance has been torn away. What remains is a doctrine of extermination, handwritten and proudly executed.
